Between track events and the move from SLC to Austin, COBB has been rather busy. I, myself, don't know enough about tuning to answer your question.
As to a "step by step", COBB is not in the business of writing books on tuning. There are books out there you can read up on and a few tuners have run weekend classes on tuning (usually car brand specific) to help get you started.
